I think your experience with a "wildflower meadow" is typical. Sometimes they come back maybe one year, but it just doesn't seem to happen that you'll have this lovely bank of freely flowering reseeding things that you won't have to do anything to! What you might try is some annuals, like cosmos, or poached egg flower, or california poppy, or field poppies which DO tend to reseed fairly reliably. Try mounding up topsoil before you plant if you're not able to dig down - this will help keep the grass out, too.

Anyway, my garden shots are all very carefully composed - you can't see the chaos around the corner ;-)
